Nature has been experimenting with a parallel public review process. Those submitting articles can opt to have their articles reviewed publicly. Thus far they have little participation - either those electing to be reviewed process as well as those commenting publicly. Some think it's because it wasn't well publiciszed. This article is presumably part of the PR to fix that potential issue.
