In order to make trade transactions more fluid, and in accordance with Madurese cultural values, the role of brokers, called juragan or bandol, has become important. However, since the 1980?s, the government has put a limit on the area of tobacco plantings, and instituted quality standards and prices which are set without paying attention to socio-cultural conditions there.
