This article describes a 'grand experiment'initiated by the CERN Institute to 'flip' all the major journals in high energy physics to open access by getting subscribing institutions to agree to continue to pay the same amount of money to the publishers - but as a 'supply side' fee rather than for access to the text. The journals would then be open access journals - freely accessible to all readers. It would be a win-win situation for all stakeholders.
