The human infrastructure of cyberinfrastructure

Despite their rapid proliferation, there has been little examination of the coordination and social practices of cyberinfrastructure projects. We use the notion of "human infrastructure" to explore how human and organizational arrangements share properties with technological infrastructures. We conducted an 18-month ethnographic study of a large-scale distributed biomedical cyberinfrastructure project and discovered that human infrastructure is shaped by a combination of both new and traditional team and organizational structures. Our data calls into question a focus on distributed teams as the means for accomplishing distributed work and we argue for using human infrastructure as an alternative perspective for understanding how distributed collaboration is accomplished in big science.
 
Steps towards an ecology of infrastructure: complex problems in design and access for large-scale collaborative systems

This paper analyzes the initial phases of a large-scale custom software effort, the Worm Community System (WCS), a collaborative system designed for a geographically dispersed community of geneticists. Despite high user satisfaction with the system and interface, and extensive user feedback and analysis, many users experienced difficulties in signing on and use, ranging from simple lack of resources to complex organizational and intellectual trade-offs. Using Bateson?s levels of learning, we characterize these as levels of infrastructural complexity which challenge both users and developers. Usage problems may result from different perceptions of this complexity in different organizational contexts.

'In his speech, Schmidt called for 100 percent of U.S. power generation to come from green power in about 20 years, as well as the replacement of half of the nation’s traditional cars with plug-in hybrids. Cleaning up the power grid would lead to the creation of 500,000 jobs in wind alone, Schmidt claimed; his plan would also allegedly reduce emissions by half. Schmidt also spoke at length about the antiquated power grid: “We’ve got to solve the grid problem,” he said, noting that 9 percent of efficiency is lost in the current architecture. And like most infotech titans, he called for integrating technologies borne out of the Internet revolution to the grid; sophisticated routing, switching and networking technologies didn’t yet exist when the grid was built. The opportunity to remake the grid is not unlike the opportunities of the Internet and the PC, he said. Schmidt was most passionate, however, when he chided political leadership for a failure to act. There is a lack of understanding about how technology can change the dialogue, he said. The government is about to pass a massive stimulus package, so instead of randomly handing out cash to the all the usual suspects, “Why not retool the energy infrastructure in the U.S?”

According to the Environmental Protection Agency, there are 240,000 water main breaks per year, which, when combined with leaks, waste an estimated 6 billion gallons of drinking water. Water main breaks also can lead to microbes contaminating drinking water due to the drop in pressure. Water leakages, says the paper, can undermine structural and roadbed foundations as well as disrupt power grids and telecommunications near the leak. Deteriorating roadways also present a costly problem. Americans spend $54 billion every year on car repairs due to poor road conditions, estimates the American Society of Civil Engineers. Last month, Mark Funkhouser, mayor of Kansas City, Missouri, told Congress that the infrastructure decay plaguing cities like his was "a quiet collapse of prosperity."
